Electronic recording, driver responsibilities, and the records carriers need to manage.
The ELD requirement generally follows the obligation to keep records of duty status, subject to exceptions. Short-haul time-record provisions and ELD exceptions should not be treated as interchangeable.
FMCSA identifies exceptions including drivers needing paper logs no more than eight days in a rolling 30-day period, specified driveaway-towaway operations, and qualifying pre-2000 vehicles. Each has conditions; consult the current guidance rather than assuming eligibility.
Not by itself. An exception from the device requirement does not automatically remove other hours-of-service or recordkeeping duties.

ELD edits require annotations. Original information is retained rather than overwritten.
Carrier-proposed edits require driver confirmation and recertification. Automatically recorded driving time cannot simply be converted to non-driving time.
Consult FMCSA’s current ELD list when selecting a device, and verify the specific model and its status. Manufacturer self-certification and listing should not be described as an FMCSA product endorsement.
